Just a question here but what are some of the other advantages that makes a spot considered as ledging like being able to look through a wall or is that the only thing we should look out for?

I don't know of many off the top of my head, But I know that there are some places that require you to cheat to get there. For example in cs_assault_upc you can climb ontop of someones head in the hostie room. and if you both jump enough you can glitch through the roof to land on top. This is a map glitch that is not allowed but if you didn't see them do it might be hard to catch. I dont believe you can even teleport to that roof though without using this glitch. In most cases the ledging is to stop people from peeking over walls. theres also skywalking which is when you end up inside of a wall that you can see out of, but noone can see you (similar to noclip). The main reason though is to stop the cheaters from having an unfair advantage. There will be some "grey" areas but just use your best judgement. If you feel they are being fair and not cheating, then its probably fine. If you think they are, tell them to get down. Either way 40cal will have your back and if it turns out to be a safe spot or unsafe spot and you told them otherwise, will let you know for future reference. A valid attempt to enforce the rules will not be punished
Post thought: just realized you aren't an admin (at-least not yet ). It's ok to say something and remind someone about a rule, but be careful because disputes without an admin there to end it can cause an issue that can ruin everyones good time. Sometimes it is best to make them aware of the rule and if they refuse to follow it, take a demo and post in sammy's ban land (you will want to show you clearly stating the rule and them acknowledging). One of the higher up admins will review it and decide what to do from there. We know how people can be unruly when the admin leaves, we greatly appreciate demo's of these types of people. But avoid any arguments and be respectful ALWAYS.

This ledging rule is not concrete at all.
Each admin has their own way of enforcing this rule and its different from map to map and admin to admin. That is the reason why its not very effective and confusing for the players.
Sever needs something DEFINITE when enforcing this rule.
What comes to my mind when WC3 was really popular back in the days and every community had this same rule when it came to ledging.
undead's lavitation: acceptable wherever in the map.
anyother race: not acceptable.
anyother race: with sock wherever you can reach acceptable
Human teleport: not acceptable at all
The above listed rules make it really simple for them to enforce.
Example: if player is undead and he is able to jump to wherever he is, that is perfectly fine. Same thing applys with SOCK, if player has the item sock and jumps up wherever he can reach thats fine. BUT if a player is sitting on a ledge and is not undead and doesn't have a sock, he didn't get up there legally, hence he is ledging.
its very easy to enforce and its universal. doesn't change from admin to admin or map to map.

Did not know about those spots, or that they were illegal. Will not catch me in them.

Meaning that for instance the -[.40 cal ]- Aztec map top ledges are alright...? (as in the previous screenshot in this thread suggests)

The MOST top ledge on aztec_40cal allows you the see over the walls, however the second small ledge humans usually teleport to is fine, since there's a back wall covering you from seeing over it or through it.
