Annoying Mines

Hello to everyone who is reading this,
I had a question about the Sapper Classes Mines. Are they suppose to be invisible? I only ask this because people are constantly spamming Mines and they still stay if you team switch so if you were a terrorist planting bombs on the terrorist spawn and switch to CTs you will kill the terrorists. Was this meant to be like this and with the invisible mines?
